ISM Code Section 1.2.2.2 requires the Company to identify all risks in the operation of their ships. This is not a one time activity. It requires principles of resilience engineering to fully meet the requirements of Section 1.2.2.2. The sinking of the ill fated US flagged vessel the El Faro in 2015 is a pointer to the urgent need for the industry to make up for this deficiency. It requires certain specific organizational capabilities.
I have command experience of ships both in the navy and merchant navy. I develop California Code of Regulations for operation of ships in marine terminals. I can help in providing understanding of system safety using the sociotechnical model of maritime accident prevention. This requires system approach to safety in the marine environment.
