How can we make paradigm shift systems approach to safety in maritime world?

Maritime transportation system is a SOCIOTECHNICAL SYSTEM. Therefore, linear and quantitative risk assessments methods are not adequate. The systems approach to safety using resilience engineering looks promising. The industry leadership ashore needs to conform to high level requirements of the ISM Code "objectives" before being granted a Document of Compliance. The organizational climate aboard is dependent upon capability of shore management to control emergent nature of risks.
