ISM Code Section 1.2.2.2 requires the Company to identify all risks in the operation of their ships. This is not a one time activity. It requires principles of resilience engineering to fully meet the requirements of Section 1.2.2.2. The sinking of the ill fated US flagged vessel the El Faro in 2015 is a pointer to the urgent need for the industry to make up for this deficiency. It requires certain specific organizational capabilities.

Risk management is dynamic throughout any operation. If it were a one-time solution, risk mitigation would be linear in practice. A systematic approach is appropriate for an evolving operation in order to identify risks.
